Is this platform capable of locating someone if you only have the cell phone number of an individual? My daughter is missing and I can't figure out how to find her. She has been missing two weeks already. No one has the ability from the

No, OSM can't do that. OSM provides only raw map data. Locating someone via cell phone requires a judicial orders in most countries and access to the mobile phone network which OSM doesn't have.

Contact the police if you haven't done already.
