hi,

wikipedia is open data can i use pictures to map from and use these borders in openstreetmap?

Wikipedia's base licence (CC-BY-SA/GFDL) is not compatible with OpenStreetMap's, so there is no automatic presumption that anything found on Wikipedia is fair game for OSM. Images included on Wikipedia often have different licensing which may also not be compatible with OSM. In addition, the copyright standards of the Wikipedia project for geographic co-ordinate information are far below those required by OSM.
