We are working on an application where you can leave reviews on restaurants. We need an initial database of restaurants on which we can build once the app releases. I understand that we have to contribute to OSM when you modify data, but is this still the case when we download once and never use the service again? The licence applies in perpetuity for all OSM data. If you build on and improve OSM data, you have to make those improvements available under the same licence. Where did you read about the necessity to contribute? Did you mean distribute?
