Where is the centreline of a motorway carrage way that has a hard shoulder? Do you just consider the normall running lanes, so for a three lane carrageway draw the centre of the middle lane. Or do you also include the hard shoulder and (in the 3 lane case) draw the line along white line separating lanes 1 and 2?
With recent high resolution imagery (Bing) you can see detail down to the white line markings so this level of accuracy can easily be achieved.

I'd say the way tagged as highway=motorway should go along the center of the regular lanes so in this case along the center of the middle lane.

However I would suggest that you don't realign the way if another mapper used the white line between lanes 1 and 2. It doesn't improve accuracy much, is a lot of work and might annoy the other mapper.
