There is currently no plugin for QGIS that allows you to edit OSM data. There used to be one (with numerous issues) that may be causing the confusion.

Typically, if you are used to QGIS or other GIS apps, you shouldn't have any problems using JOSM. You can use the OSMEditorRemoteControl QGIS plugin to easily switch from QGIS to JOSM.

Hi.

Just to be clear: If you are talking about editing OSM with QGIS, simon's answer is of course correct, JOSM is the best tool for that.

However, if you just want to download OSM data to use in QGIS for other GIS work, the QuickOSM plugin for QGIS works well to get the data out of OSM, but not back in to OSM. (Tested with QGIS 2.6 and 2.8)

The LearnOSM webpage is out of date and needs to be redone using the QuickOSM plugin instead of the outdated OpenStreetMap plugin, which only partially works.

Cheers

QGIS is currently on 2.18 with the current long-term release being 2.14. So tests on these releases would be useful too. (I'm on 2.10 but tend to use overpass directly to get data for QGIS).
