I'm not sure if you want to create a map or just download? If you want to download a map for your Garmin, goto http://garmin.openstreetmap.nl Tutorial

Be aware that several problems have been reported for garmin.openstreetmap in the past few weeks. I don't know whether they are already resolved. An alternative website to download maps is http://extract.bbbike.org/ . Pick any of the Garmin formats, most likely the UTF-8 formats to see the correct names. I don't know whether all Garmin devices support UTF-8.

As far as I know most issues have been solved, but there is always a chance other issues will appear. Old devices may not support UTF-8

I still see:

Server status: sfs4.pleiades.uni-wuppertal.de/garmin/, queue = 287 requests (~1.2 days), status = Disk full

@SomeoneElse: now it shows:

Server status:
osm.pleiades.uni-wuppertal.de/garmin/, queue = 0 requests (~0 days), status = OK
osm2.pleiades.uni-wuppertal.de/garmin/, queue = 0 requests (~0 days), status = OK
sfs4.pleiades.uni-wuppertal.de/garmin/, queue = 2 requests (~0 days), status = OK
