Mixed roundabout segments

There are many roundabouts where some parts/segments are from one road class while the others are from another road class. E.g. http://osm.org/go/0KdGNRWtj?layers=D
Is mixing road classes in roundabouts legal?

While it's hard to an absolute answer to this question (the real world is a strange place), I find it hard to imagine a roundabout with different highway tags for different sections. Generally, the roundabout's classification is the same as the largest road connected to it.

In the case you linked, it's clearly a mishap where a mapper reclassified these highways from residential to tertiary but forgot one segment, so I went ahead and fixed it.
