I've done make map indoor with JOSM and I've done to save that as file.xml . This is a very broad question. It also depends on your knowledge to develop apps for Android (in Eclipse) Perhaps you should start reading https://wiki.openstreetmap.org/wiki/Develop and see how far that takes you.
