Do you mean "can I modify a Carto CSS style and render some map tiles on a server local to me using that style", or do you mean something else?

If you do mean that, then yes you can, but there's not a huge amount of documentation on how. Also if you were aiming at a fairly lightweight style I probably wouldn't start with OSM Carto but with something simpler.

You can preview easily your maps style changes in CartoCSS with application like kosmtik if that is the concern with CartoCSS.
