What will happen if I click the "make way circular" or the "make way right-angled" button? Thanks

As an aside, it might be useful to know that there's a "test" version of the OSM API over at http://master.apis.dev.openstreetmap.org/ . It uses separate credentials, so you'll need to sign up specifically for it, but you can experiment in the editors all you like there.

The clue is in what you've written.

Select a closed way which is approximately circular and click make way circular for it to make it circular.

Select a way where the angles are approximately right angles and click the button for them to be made right angles.

You could try this in Potlatch 2 (if you then close the browser window without saving, for example) to see how it works.

The circle tool is good for making tidy roundabouts and the square tool is useful for buildings. The parallel tool is useful with the circle tool to make lots of circles that can be dragged to map lots of circular tanks when chemical works, oil tank refineries, wastewater plants or formal garden features. The undo tool or the bin can be used when testing techniques.

How about turning a way into an arc (an incomplete circle). Do I have to calculate the coordinates of every node?

Just create a circle, split the way and remove nodes until you have your arc.
