I am looking for village-level data on the state of Punjab in India. Punjab is too large in area to be export data using OSM's export tool, so I downloaded OSM's planet data. However, the shapefile is so large that QGIS crashes when I try to work with the data. Are there any ideas to work around this issue? Is it possible to open a table of the OSM data in a statistical package and limit the data to the region I'm interested in?

Check out extract.bbbike.org where you can select an arbitrary region and download data for that region only.
