That's not a problem that OSM can solve - that's a discussion between you, your ISP, and Mozilla.

Browser geolocation based solely on assigned IP address works well in some places but poorly in others - for example my ISP tends to pull addresses from a national pool, and geolocation based on that tends not to be useful.
