According to the wiki, there is a way to tag something like "free for the first x hours". I'll copy the example from the wiki (I assume using 0.5 instead of 2 would work regarding the free 30 minutes): fee=no + fee:conditional=yes @ (stay > 2 hours) - parking with stay up to two hours free https://wiki.openstreetmap.org/wiki/Key:fee Happy mapping! The current in use tagging scheme doesn't have a way to model "first 30minutes" free or similar schemes. It doesn't make sense to try and use tags from a long forgotten proposal that are additionally rather at odds with how tagging has developed over the last five years. You can naturally propose a way for tagging this but IMHO simply indicating fee=yes (to distinguish it from really free parking) is likely enough for a first cut (and add the 30 minute free in a note tag). answered 14 Sep '16, 20:10 SimonPoole ♦ 1
Parkings with "first X minutes free" are very common, and it never occured to me to tag them anything else than fee=yes. We generally don't tag the price details of any ware or service in OSM, notably because they change so easyly and can get quite complicated. IMHO this also applies to time-limited free parking. Also, it makes little sense to only tag part of the offer ("15 min free" instead of "15 min free, then 1€ for the first 45min, then 1€ per hour, max stay 10 hours").
