The Oil and Gas Infrastructure wiki category suggests some version of man_made= for the pad itself. You could use man_made=petroleum_well and add a subtag petroleum_well=fracking. You could go for a brand-new man_made=fracking_well but I'm uncomfortable about "frackturing" the oil and gas schemes more than they already are. Concerning the site itself (not just the well), landuse=industrial industrial=fracking seems like the way to go. I added the 25 landuse=industrial industrial=fracking as part of the Map for Environment - OSM Tasking Manager task to map fracking sites around Williston ND. The task is to map the fracking sites and service roads/tracks. I used the suggested landuse tagging.
