I am thinking about making a site focused on collecting creative-commons-licensed, geo-located water sources to ensure completeness of water data, for volunteers to process into amenity=drinking_water nodes. The closest I see is wetap although unclear what its status is, currently seems to be iPhone only. Does anything like this exist already?

There is already a Wiki page concerning drinkable water taps, https://wiki.openstreetmap.org/wiki/Key:drinking_water Just to make sure that the OSM mappers or members add the drinking water taps correctly. Feel free to use the OSM data (within the rules; https://wiki.openstreetmap.org/wiki/Use_OpenStreetMap) and stimulate people to ad more taps correctly. There are programms that allow you to ad and use GEO based photography like Mapillary.
