boundary = adminstrative and admin_level = 1

Hi, I saw there are relations with the boundary = administrative tag and the admin_level = 1 tag. Does this make sense ? Is this combination tags has a meaning ? I can post the IDs if you want.

I didn't know the taginfo page, it looks usefull to browse tags statistics. But how can i use it to know if a tag combination makes sense ?

According to http://wiki.openstreetmap.org/wiki/Tag:boundary%3Dadministrative it does not make sense.

Perhaps you could contact the mappers that introduced those boundaries and ask them why it makes sense for them ?
