What information do you actually want to import (i.e., what data is in the file)? From a community point of view, you'll need to go through the instructions here:

even before you get onto the technicalities of "how do I import a certain sort of file".
Or maybe you just want to show the shapefile on top of OpenStreetMap? Please clarify.
