Selecting an inner relation

How do you select the inner area of a relation in JOSM to change the tag from something other than what the outer relation is? When I highlight the inner section and click to edit it, it just shows the outer properties.

The inner part of a relation is a member of the same relation as the outer part. If you want to have different tags for the inner part of the relation you have to make a new relation with the inner parts of the first relation as the outer part of the seccond relation.

If you for intstance have a multipolygon of a forest with a lake in it you have the borders of the forest as outer part of the forest relation and the lakeshores as inner part of the forest relation and as outer part of the lake relation.

Do you have to select the inner layer and remove it from the outer layer then add it back as an inner relation? Or is there an easier way to select the inner layer and change it without affecting the outer area?

Looks like I can select the inner layer area using the filter if I know what to look for.
