The administrative boundaries of Iran are outdated and the source map that has been used before wasn't reliable. Recently I got an up to date file for administrative boundaries of Iran. Now the question is how I should I update the map? should I remove all the previous boundaries and upload my own file? If the level 2 boundaries are different between my won file and the boundaries currently shown on the map, what should I do? What is the correct approach for updating administrative boundaries of a country?

In general I would recommend trying to preserve the history of objects and as a result would try to change the geometry of the existing ways if reasonably possible (JOSM has "replace geometry function that might be useful).

Naturally you should:

  • follow the import guidelines http://wiki.openstreetmap.org/wiki/Import/Guidelines
  • including verifing that the licence of the data is compatible
  • and including discussion with communities of the neighbouting countries in so far they exist and you are changeing their boundaries too
