Presumably the "Maps.me" Android application uses one of the OSM routing libraries - where is best to discuss bugs with the behaviour of that routing algorithm?

Yep. If you don't know whether there is a bug in maps.me or in OSM then just try your route on OSM, ideally with two different routing engines.
