Hi. Lots of (Brunei) data here: http://survey.gov.bn/web/survey_department/map Articles explaining what the portal is about: 1 and 2. Is it Public Domain, and any and all of it can be used for OSM? You'll need to ask the Government of Brunei what they think their web portal is for. It's clear that you're not allowed to use it in any way (even just to "check things") prior to adding data to OpenStreetMap, just like you can't with Google.

I'm not sure I understand why you say we can't even look at it.. They put the portal up and made it accessible by anyone. They also let reporters write about it in the papers, talking about how it is going to be useful for government agencies, private sectors, and general public. That is so contradicting..

Oh.. Don't get the wrong idea that I view Google maps to add data to OSM.. I was saying that this portal is only for ordinary personal use, like the ordinary personal use of Google maps.

@raito government administrations screwing up the legal side of things tends to be norm, not the exception. The T&Cs are quite clear, you will need to approach the survey department and point out the contradiction. From the newspaper articles it is not really clear if the information is actually intended to be open Data or at least something in that direction.

That just limits the provider's liability. It does not grant you any rights.
