I don't know what "josm" is. I just want the ground color to be white instead of natural green/brown, so I can more easily see rain

what are you loking at? which map? which URL? what do you want to do? Could you please explain in more words?

josm is an editor to change OpenStreetMap data, see its wiki page it cannot be used to change website preferences (whatever site you are looking at) nor colours of maps displayed at a particular site.
