We have state forests in some US states. These are somewhat similar to national forests, in that they are a publicly-owned area that may be managed for various uses, not necessarily for timber harvest. Their actual landcover may not be entirely made up of trees. The area that I am currently wanting to improve on OSM is the Loess Hills State Forest in Iowa, which is partially made of up restored prairie. It is used primarily for activities like hunting and other outdoor recreation. Currently it is tagged as landuse=forest, which might be appropriate but doesn't entirely convey what the area is. I think it needs to be tagged in some way that indicates that it is a public-use area. Park seems wrong, as I believe that is intended more for urban parks. Any ideas?

You can use one of the boundary types on this page, probably boundary=protected area, and then further characterize it using the protected area definitions. You can also add tags for operator, owner, fee, access, etc.
