Why not ask your question on the new OpenStreetMap Community Forum?

Is there a tutorial or a existing library for beginners to create indoorOSM files or one of the other formats for indoor mapping? I want to create the file programmatically by creating the XML with Java in Android Studio.

I believe the answer is that there is currently no such library.

If you do create indoor maps you should be using the Simple Indoor Tagging (SIT) scheme. IndoorOSM is long defunct and had substantial architectural issues.
