How would I tag that this only applies during winter, and that during summer, you can drive a low-clearance sports car on it with the only risk being kicked-up gravel scratching your paint job?

To say that the issue is a lack of snowplowing would be misleading -- none of the roads in the area are plowed. Looking at aerial photos and topo maps, I believe the issue is a low-lying stretch that collects snowdrifts in winter, and becomes impassibly muddy during spring snowmelt.
