What are the dimensions of each tile. Are they in meters or bounded by longitude and latitude.

The physical dimensions vary with position on the earth, due to the projection of the earth onto square tiles.

See the wiki page about tiles and the link from there to Quadtiles.

Compare for example the scale bar near the equator and near a pole at the same zoom level.
