How to work offline with Bing imagery, cache problem?

When on-line I "File-Save" my mapping area and the Bing imagery. When I load the file offline the imagery does not re-appear. Maybe the cache is being cleared during the windows 10 shutdown process. How can I prevent the cache from being cleared?
