Which would be most supportable web framework for OSM?

I am new to openstreetmap and i need to know which would be the better web framework to use openstreetmap? I am little familiar with codeigniter. I am looking forward to use any compatible framework, and my purpose is to build a 2d simulation on top of OSM as a traffic planner.

Please help me.
