Why not ask your question on the new OpenStreetMap Community Forum?

I am new to openstreetmap and i need to use OSM in any web application. I want to know is that possible. If it is possible which would be most advanced framework to use OSM. my purpose is to Use OSM and identify main and sub roads, then need to identify roads in any logic. Need to create another layer on top that only contains roads.

Hi and welcome to the OSM ecosystem! :-)

You might want to get an overview of what is possible (in short: nearly everything...) at https://wiki.openstreetmap.org/wiki/Using_OpenStreetMap and then ask more precise questions - with a more specific title. Depending on what you mean by "identify" the overpass API may be helpful to you to produce a dynamic overlay or render your own (overlay) tiles. Regarding permission to use: see https://www.openstreetmap.org/copyright .

Also please note that this help site is focused on clear questions, not discussions or collaborative work on whatever projects - other places are better suited for this (see FAQ).
