I have noticed that a user has been making many changesets in my home area that, in my opinion, have bad changeset comments. What is the best channel for reporting/dealing with this issue?

Leave a changeset comment politely encouraging them to leave more useful comments.

If the comments aren't somehow harmful, the laissez-faire approach taken in OSM means there isn't much to do about it. If they are more problematic, start a discussion on the appropriate local forum (or mailing list or what not) or perhaps raise the issue with the Data Working Group.

You can also point him/her at the good changeset comments and good practices articles in the wiki, which might bear more weight than an isolated comment.

Just to be clear the comments where't harmful or incorrect, they just did not describe the changes in any way. They simply listed the imagery used.

Contact the mapper directly? Either via the OSM messaging system, or leave a changeset comment.

There isn't really a "reporting" function, since changeset comments aren't really something that requires a high standard. If the user was adding copyrighted data, that's one thing. Bad mapping is another thing, but bad changeset comments? Not the end of the world.
