So I created a building polygon here (http://www.openstreetmap.org/edit?editor=id#map=20/42.86023/140.70693) and gave the outline a name.

When I review this object in JOSM I see the name, in iD I see the name but in Potlach 2 I cannot see the name.

Is there a reason for this?

You choose to use the tag name:en instead of name for your building. name:en is the name in English (see localization). This seems to be fine in this case since the local language is non-English.

As you can see, some tools can handle the missing default name and some can't. If you know the local name of the apartments then please add it, too.
