I need to link street names to neighborhoods in North Carolina. I would prefer to get the information County by County.

please describe that with much more words. What is "link street names to neighborhoods"? And what do you expect as the result in your csv file? Which columns? Do you want to do this OSM data query one time or repeatedly?
