Why not ask your question on the new OpenStreetMap Community Forum?

Google's mapengine (https://mapsengine.google.com/map/) allows to quickly annotate maps by drawing lines, adding markers and so on.

Is there a OSM based service that allows something similar? Use case would be to quickly share maps, without setting up a custom server and so on.
