There are a number of shops which sell food that is meant to be taken home and cooked. For example, Papa Murphy's Take 'n' Bake Pizza. How do we tag these?

It seems like amenity=fast_food or amenity=restaurant would be misleading because there is no way to actually eat the food on site.

That sounds more like a "shop" for me (instead of a restaurant). Maybe shop=food because shop=deli does fit less? I am not sure of this kind of shop should have an own shop category instead.

It may be a good idea to also add "description=shop selling freshly prepared pizza that is meant to be taken home and baked" to describe what the object is about in free language

Shops selling mainly freshly prepared pasta are common in Argentina (and I suppose also Italy :-)). There are some 71 instances of shop=pasta, see

I'd tend to place your explicit example in the fast food category, as have most people who've added sites to OSM

I see that some Papa Murphy's have been tagged amenity=fast_food or amenity=restaurant. But with either of those tags, I'd expect a place where you can purchase food that is ready-to-eat. The way Papa Murphy's works, you need to take the pizza home after purchasing and bake it before eating. Fairly slow food actually!

shop=food sounds good. shop=deli seems like it specializes more in ingredients like processed meats and cheese rather than entire pre-made, ready to cook, meals.
