How do I tag a business which is not a shop, office or 'amenity'? In this case it is an manufacturing business (they make springs). They don't do any retail sales from the site, and if they do have offices then they are very much ancillary to the manufacturing process.

I'm a bit surprised I can't find an answer to this on the wiki-- perhaps I'm missing something obvious?

So you want to tag a "factory" of some kind ?

I suggest to use man_made=works, product=spring

and the area around it (including parkings etc.) as landuse=industrial

Perfect, thanks.

You can tag various levels of detail. From a simple building=yes, or building=industrial or even man_made=works as @escada says.
