I have data on exit signs for highways. e.g. what the sign says, what exit it refers to, which lanes are affected.

Can I tag nodes with this info? Or should I tag ways? What tags could/should I use?

you "have data"? Surveyed on your own or got from somewhere else? – Please keep in mind that we cannot just use any data we find (copyright but also quality problems).

For mapping highway destinations/exits see:

Traffic signs themselves (as additional node objects) in general (I could not find those signs there): https://wiki.openstreetmap.org/wiki/Key:traffic_sign
