Waste containers are locked and only accessible by (electronic) pass and a certain amount of waste at the time. The owner is the municipality or government. Which tag is appropriate access = private or permissive ?

Can anyone obtain such a pass, or is it restricted to local residents? And what do you mean by "certain amount of waste at the time"?

You’ll get a pass, living in the area, just to prevent the migration of waste and the mouth of the container has a certain size, less than a fully loaded standard waste * bag ;-) *(0,60 x 0,80 cm or 60 liter)

The access wiki page describes value private as Only with permission of the owner on an individual basis which perfectly fits your described situation. permissive instead doesn't fit because the waste container is not open to everyone until revoked.
