http://www.gravitystorm.co.uk/shine/cycle-info/ says that it's updated every week, but I'm pretty sure it's at least 2-3 weeks old.

The database was last updated on Wednesday 21st July.

The problem that you are seeing is that it takes waaaaay longer than a week to refresh all the tiles, compounded by the fact that the tile cache is once again full and so it needs maintenance work to free up some space and allow old tiles to be re-rendered. Tile cache maintenance happens on Mondays.

This is the wrong place to ask such a time-sensitive question, especially since when I say "Wednesday 21st July" I'm hardly likely to come back and update my answer every week. If you want to ask the maintainer of opencyclemap a specific question like this, that only one person in the world can actually answer, then please send me an email!

Regarding "wrong place to ask such a time-sensitive question": It is more the answer that is potentially time-sensitive. If instead the answer where as an example go to nominatim.osm.org and you will see the timestamp of the database in the top right corner, or you can see the import age on a munin Graph, then the question wouldn't be time sensitive. Of cause, that one timestamp wouldn't capture the complexity of the caching/rerendering, but would be a good start if all OSM services hat a timestamp.
