I don't understand the considerable differences between the layers in the OSM main-map.

Just to add a quick text description of what's currently there (as it'll change, because data gets fixed and tiles get rerendered):

OSM France's "humanitarian" layer is showing a "flooding event" - the coastline's broken, and streets appear to be in the sea. Andy Allan's cycle and transport layers also show this. The "standard" map does not. Geofabrik does not show a current coastline error there:

There are many sources for coastlines in use by different OSM maps updated and checked in different ways, differences in how and when they break are not only not surprising, they are expected.

A cursory glance at the data in question would indicate lots of brokenness, the whole area likely needs to be redone.
