Why not ask your question on the new OpenStreetMap Community Forum?

When I zoom in to my region there seems to be a couple tiles of the themed topo layer displaying before it is necessary. (see attached screen snapshot link..) How does this get fixed?

That link doesn't appear to be public.

The effect you are seeing has nothing to do with tiles.

The area in question is in Canada and the rectangular areas you are referring to simply have CANVEC data imported and the rest not.
