How I can download a map from opestreetmap in English language?

What do you mean by "a map"? Do you mean a computer file in a format suitable for printing, using in another application (perhaps GIS or navigation) or something else?

Also - even before you download anything, note that the Mapquest Open layer (which you get to by clicking the "stack of books" icon at the right-hand side) contains English names where known as well as local ones.
