I use the We-Travel GPS system, and I want to start making my own maps. But here in OSM, I can only take small parts of the map. How do I get them all together?

From their website We Travel appears to be a proprietary application using OpenStreetMap data. Downloads of data in their proprietary format are therefore entirely at their discretion. According to the OSM wiki page reverse engineering of the application is not permitted in the license. Broadly speaking this question is not really germane to this site.

You may wish to consider other applications which do allow you to create your own sets of map data. There is a wide choice outlined on the wiki here. The normal process for creating your own maps from OSM data involved downloading either the planet file or extracts from the planet hosted by providers such as Geofabrik or Cloudmade.
