I don't even know what the technical name for them is, but how do you map those small posts (metal) with lights at the top, when I say small I mean around half of the height of the average person?

I presume you mean ones like these.

The normal way for any street lighting is highway=street_lamp, and this is where I would start. There are a number of other useful ideas about tagging street lights in general here.

You can certainly also add a tag indicating the height of the post (height or est_height) and perhaps a note to help once people get fanatical about the different kinds of street lighting.

AmaryllisGardener, it depends on the use of the post, man_made=beacon, lit=yes or if its a barrier=bollard with lit=yes, material=metal (steel, iron or aluminium). Or ad a picture of it if possible.
