I would like to modify several streets names in OSM in a zone (a city), and I would like to do it in a spreadsheet or table editor. I am currently not interested into modify the vectors or points, just the description values.

What are the options to do that? I do not want to select the objects in a map, and then change the properties. I would like to see the list of values, and modify them.

Please tell us first the content of your planning ... because there is a limit where we can consider any bulk edits as a mechanical edit to the OSM database.

In this case it is better to discuss your aim here or on any OSM channel where we can check before that data quality will not become worse.

Ans before you will edit via the Level0 editor, please have enough editing experience via JOSM editor. Dis you ever work with JOSM?

Haven't used it myself, but have a look at http://level0.osmz.ru It might do the trick...
