[closed] Retrieving all Ways in a specific area

I am wanting to be able to connect to an API and retrieve all Ways in a geographic area eg. Devon or by using a bounding box. Is there a RESTful service that can do this automatically to a database given new bounding box parameters?

If it is possible I would also like to trim down the results to only Ways with MAXSPEED
