I am considering using OpenStreetMap maps the United States Postal Service Every Door Direct Mail which requires a separate map provider. But there service requires maps that use meters instead of longitude and latitude. Does any one know if OpenStreetMap API offers concordance in Meters?

I presume you want to create routes which will be used for door drop advertising material. It would help if you could clarify this a bit.

The EDDM site has its own map that isn't using OSM data, and this is what you need to use for their service (as far as I can tell). I'm confused about where OSM comes into play. Can you update your question with more detail about what you're trying to do?

I am actually told EDDM goes through www.esri.com whom has an API at https://developers.arcgis.com/javascript/jssamples/
