Drawing a track manually on the map

Can I draw a track on the map with my mouse then get details of how far it is? And then maybe export it to my gps?

Yes, you could do this in JOSM, there is a plugin (measurement) that does this kind of task, and JOSM also allows you to convert osm-data to gpx. I am not sure how precise this measurement is though. If you need reliable data, using a GIS program like QGis might be a better alternative.
