How do I tag a way that is used in the summer time as a footway and cycleway, and where in the winter time there is a cross country ski track?

This is quite common. Therefore the piste tags do not interfere with the normal tags for roads.

Use piste:type=nordic in addition to the highway= tag. Additionally add piste:grooming= or piste:name=*.

Often the nordic ski tracks do not follow the "summer time paths" on their full length, but turn away somewhere, join other ways elsewhere, and sometimes form "new ways". How can that be achieved, e.g. with JOSM?

Just split the ways, and tag half of it piste:type=nordic http://wiki.openstreetmap.org/wiki/Key:piste:type

Footways used for pistes don't get snowplowed, so snowplowing=* would be a nice tag to add, too.
