If a footpath has cycling allowed that only become apparent during editing. In that situation should the path be changed to cycle-path where walking would be understood to be allowed ?

(re the first comment) doesn't the cycle map render footways on which cycling is allowed differently? Looking at http://www.openstreetmap.org/way/118119693/history suggests that it might do.

It depends solely on the specific classified use of the way... If it is classified as a pedestrian footway (highway=footway) and cycles are allowed add bicycle=yes (it will appear as a red dotted line) or... classified as a cycleway (highway=cycleway) and pedestrians are allowed add foot=yes (it will appear as a blue dotted line). It would be wise to check with the local council for that specific information.
