I am based out of Edmonton, Alberta, Canada. When zoomed out, the map tiles are inconsistently blotchy. How can this be fixed.

Also, sometimes the major city labels are not displayed whereas minor towns are. Can this be changed?

As to your 1st question: lots of the landuse in Canada is imported from the canvec datasource and that has been done in a grid like fashion, so your perceived tile blotchiness is simply reflecting the data that is there or rather not. See http://wiki.openstreetmap.org/wiki/CanVec
